MPO Staff

Walt Raith – MPO Director
Walt has been with the Commission since 1991. His primary duties include:
  • As the Commission Assistant Director, Walt works closely with staff and WisDOT to carry out the Regional Transportation Program providing technical and planning assistance to member counties and communities.
  • As the Metropolitan Planning Organization (MPO) Director, Walt works closely with staff, and federal, state and local agencies and jurisdictions to prepare the required Long Range Transportation Plans and Improvement Programs for the Urbanized Areas.
  • As the designated Title VI Coordinator, Walt works with staff and the various stakeholders to ensure compliance with Environmental Justice requirements and that all segments of the population have an opportunity to provide input and be involved in the metropolitan and regional transportation planning process.
  • Walt has over 20 years of experience in travel demand modeling, traffic forecasting and land use/transportation planning/analysis, providing technical assistance to member counties and communities for all modes of transportation.

David Moesch – Associate Planner Transportation
Dave has been with the Commission since 1998. His primary duties include:
  • Prepare the Transportation Improvement Programs for the Fox Cities, Oshkosh and Fond du Lac Urbanized Areas (MPOs). Coordinate with WisDOT, transit agencies, local communities to secure funding as part of the TIP process.
  • Planning assistance for three metropolitan planning organizations (MPOs), which include the Fox Cities, Oshkosh, and Fond du Lac Urbanized Areas.
  • Annual technical assistance projects for the Commission’s membership (i.e. highway  corridor studies, sign inventory plans, etc.).
  • Bicycle and pedestrian planning.

Nick Musson – Planner Transportation
Nick has been with the Commission since 2010. His primary duties include:
  • Planning assistance for three metropolitan planning organizations (MPOs), which include the Fox Cities, Oshkosh, and Fond du Lac Urbanized Areas.
  • Urban transit planning assistance for three fixed route systems (Valley Transit in the Fox Cities, Oshkosh Transit, and Fond du Lac Area Transit)
  • County/rural/regional specialized transit planning assistance which includes development and amendments of locally-developed human service transportation coordination plans for ten counties.
  • Nick also serves on an array of local/county/regional specialized transportation/transit boards, committees, and councils
  • Review of numerous state and federal transit/specialized transportation grants as requested by the Wisconsin Department of Transportation and Federal Transit Administration (FTA) to ensure compliancy requirements are met.
  • Bicycle and pedestrian planning.

Kolin Erickson – Planner Transportation
Kolin has been with the Commission since 2010. His primary duties include:

  • Planning assistance for three metropolitan planning organizations (MPOs), which include the Fox Cities, Oshkosh, and Fond du Lac Urbanized Areas.
  • Annual technical assistance projects for the Commission’s membership (i.e. PASER collection and analysis, GIS mapping, bicycle/pedestrian plans and statistical compilation and analysis).

Melissa Kraemer Badtke – Safe Routes to School Coordinator/Principal Planner
Melissa has been with the Commission since 2003. Her primary duties include:
  • Melissa has been working with communities and schools on their local safe routes to school programs since 2007. In 2009, Melissa worked in partnership with Wisconsin Department of Transportation to pilot the first Regional Safe Routes to School Program in Wisconsin. She coordinates all aspects and activities of the Regional SRTS Program.

Lauon Clark  – Safe Routes to School Planner
Laruon has been with the Commission since 2014. Her primary duties include:
